Changing paper size A4 to US letter

Hi, is there any tool to let me convert a PDF from A4 to US letter?
I'm interested in anything at the moment - cropping, scaling, etc. I'd
prefer a cross-platform, open-source command-line tool like pdftk or
the pdfjam suite, but I'm interested in hearing all suggestions.

The reader I use also does this. 'Must be a basic part of the program of
all readers. Although, it may be required to turn on.

Our product can do this:
cpdf -scale-to-fit usletter in.pdf -o out.pdf
Not free, though, I'm afraid.
